Built through a partnership between the Vail Local Housing Authority and Denver-based developer Coughlin & Co., the $23 million project was awarded $850,000 in state grants, plus $15 million in private activity bonds to reduce tenant rental rates. The development also includes a $1 million early childhood learning center.
